Although there were three rows in the FSIDENTITIES table with a LIBRARY ID of 1-2-3 and IDs of 100 thousands, there was a FILEDATA row with a LIBRARYID of 2 at the bottom. When it was seen that his ID and the IDs of the error received in the eba form were the same, after deleting this line in the FSIDENTITIES table, the eba services were restarted and the test was performed. This test showed that the problem was solved.
